The primary crime (in the mountain of crimes) in Haiti should be the total mismanagement of the country by it's supposed "ruling elites" families based in and around Port au Prince that extort from every shipment of aid and exploit every chance and development that is offered by the world to the Haitian people.
While it is not all the foreigners fault (as there is plenty of blame to go around) we see in Haiti, as we are seeing in Gaza, that simply giving a people money with no goals in site is NOT the best way to ameliorate their suffering.
