• Illinois: Health Benefits for Immigrant Adults/Seniors capped after costs exploded to $400M–$900M.

• Washington, D.C.: DC Health Care Alliance serves ~27,000 undocumented adults. Facing a $457M budget hole, the city is now cutting back.

• New York City: NYC Care now covers 143,500 enrollees in the city hospital system—growth of 20% in one year.

• Oregon & Washington State: Expanded Medicaid-equivalent programs to cover all, regardless of status.

Meanwhile, states like Florida and Texas provide only the federally mandated minimum—Emergency Medicaid. Yet even here, costs are staggering: Texas hospitals reported $121M in one month (Nov 2024) spent on illegal immigrant care.

Why Democrats Protect These Programs

The motivations are not humanitarian. They are political and strategic:
