(Ed. Note: These documents have been generated with any solicitation from. the City of Philadelphia Police Department or the Mayor and especialy not the Distirct Attorney. It has just appalled us that things have been allowed to go so far south in our old hometown and it was felt that cooler heads needed to look at the issue and come up with some suggestions)

1️⃣ EXECUTIVE SUMMARY
The June 14 “No Kings” protests across the United States are expected to draw significant crowds in Philadelphia. Based on previous patterns of activity, Antifa-aligned black bloc cells will likely infiltrate these demonstrations with the intent of provoking police confrontation, conducting property damage, and generating media attention.
Philadelphia’s historic pattern of weak resistance to such infiltration, combined with current DA policies and a dense urban protest zone, makes the Broad/Market/City Hall axis a probable flashpoint.
Key concerns:
Antifa will use masked “black bloc” tactics to provoke property damage and resist arrest.
Transit systems will be used for fast ingress/egress unless restricted.
The DA’s posture remains ambiguous, requiring federal readiness to prosecute serious offenses.
Recommended Priority Actions:✅ Issue clear ROE to PPD officers now.✅ Activate joint coordination with federal partners before June 14.✅ Publicly message potential charges and penalties to deter violent actors.✅ Throttle Center City transit during peak protest hours to deny mobility to black bloc groups.
2️⃣ THREAT INTELLIGENCE BRIEF
Antifa Operational History in Philadelphia
Previous incidents (2020, 2021) involved black bloc assaults on Broad & Market storefronts, City Hall property damage, and clashes with police.
Federal Anti-Riot Act and Civil Disorder charges have been used successfully in past events.
Current Indicators
Encrypted and open channels monitored by PPD Intel indicate cross-jurisdictional chatter suggesting out-of-town agitators plan to participate.
No Kings activist channels show signs of attempted alignment with anarchist factions.
Likely Tactics
Black bloc members will initially blend into peaceful march.
Flashpoint graffiti or “signal event” will trigger riot phase.
Smash-and-run attacks on Market St. retailers and government buildings are anticipated.
