Take the time to follow the situation in France as to the dual riot system.
One is the disillusioned citizens fighting for their "pensions" as the government changes retirement age, the other is that same group of 'no-goodniks" that have been the darlings of "mostly peaceful" protests.
The Riot Gang, it does get around. Match the riots to the neighborhoods full of disenfranchised migrants. Then overlay the spate of terrorism that has been hushed up over the last few years. (RED dots are suburban riot spots)
