The Declassified HPSCI Report reveals that a manufactured intelligence narrative enabled the construction of a bureaucratic resistance apparatus that operated outside constitutional constraints. This apparatus formed the foundation of what may reasonably be termed a shadow government. Congressional oversight, structural reform, and legal accountability are urgently needed to prevent recurrence.
